I've always curled ribbons with my scissors. I had no idea you could use heat or starch to make ribbons curl, too. Thanks for the tip, Pat!

Note that the fabric your ribbon is made from will effect the results. Scissor curls don't work on grosgrain ribbons. You may need to experiment a bit to see what works for you.
